On Wednesday, March 29th, join us in-person for our annual Budget Briefing on Mayor Bowser’s proposed FY2024 District Budget!

This is your opportunity to learn about the proposed funding levels and any changes for important community economic development programs. We will be joined by Keith Anderson, Interim Deputy Mayor for Planning and Economic Development; Colleen Green, Acting Director of the DC Department of Housing and Community Development; Laura Zeilinger, Director of the Department of Human Services; and Rachel Molly Joseph, COO at the DC Housing Authority.

Panelists will also discuss how the proposed budget and funding levels fit into Mayor Bowser’s DC Comeback Plan.

After each presentation, panelists will engage in a moderated Q&A with the audience.

Meet Your Panelists

Keith Anderson is appointed Interim Deputy Mayor for Planning and Economic Development. Deputy Mayor Anderson previously served as the Director of the DC Department of General Services (DGS), a government agency with a mission to build, maintain, and sustain the District of Columbia’s real estate portfolio, which includes more than 157 million square feet of land and 35.7 million square feet of state-of-the-art facilities. This work has allowed the agency to foster economic viability, environmental stewardship, and equity across all eight wards of the city.

Colleen Green was appointed Acting Director of the DC Department of Housing and Community Development (DHCD) on January 3, 2023. Prior to her appointment, Ms. Green was the Vice President of Business Development and Strategic Initiatives at CORE DC and Managing Partner for Ashleys Builders. Ms. Green has extensive experience in finance, real estate, advisory services, operations, strategic planning, and business development. Throughout her career, Ms. Green has developed over 2000 units of housing and overseen the acquisitions and dispositions for a $60 million national real estate investment fund.

Laura Green Zeilinger has served as the Director of the DC Department of Human Services since January 2015. Laura is responsible for guiding DHS’s 1,500 personnel and budget of $933 million. Laura strives to empower every District resident to reach their full potential by providing meaningful connections to work opportunities, economic assistance, and supportive services. Laura has focused on implementing solutions to end homelessness, enhancing the system of support offered through TANF, improving outcomes for youth who show signs of risk, and modernizing the Department’s customer service delivery model.

Rachel Molly Joseph is the Chief Operating Officer of the DC Housing Authority. Prior to coming to DCHA, Rachel worked in multiple roles in District government supporting systemic and organizational change. At DCHA, Rachel oversees the financial, information technology, human resources and contracting and procurement functions while supporting Director Brenda Donald in accomplishing the agency’s major priorities of increasing occupancy, making critical repairs to improve the quality of life for our residents, strengthening our businesses processes, and enhancing the customer experience for our voucher participants.
